I'm not exactly sure of any specific programs but talking to your local shelters could probably give you some options.
Stay away from the Humane Society and PETA at all costs. They are not good organizations.

I found a kitten in our garden. It's young, I think 2 to 3 weeks old. It's very skinny, unhealthy, and stinky because it's a feral cat. Feral cats are skinny, unhealthy, and stinky because no one owns them so they just eat leftovers and food scraps from garbage cans. They roam free anywhere, even in very dirty places (near garbage, sidewalks, parks, open restaurants and markets, places where many people throw their food scraps/leftovers, etc.). They also have rabies.
Sadly, the kitten stepped on a glue trap (the glue trap was supposed to catch flies and other bugs, not cats!). He tried to get it off, but it sticked to him even more, until he's covered with glue traps all over his body. Then I removed it, but… Unfortunately, the glue trap has poison, so it made the kitten's health even WORSE. Now he has poisonous glue in his body. I'm afraid to touch it because I might get poisoned, too.
I put the kitten in a cage. What should I do with it RIGHT NOW WHILE I'm thinking of what to do with it LATER? It's young, so does it need MILK? Does it need SOLID FOOD, or it's too young?
Unfortunately, my parents will NOT let make take the kitten to the Animal Shelter, Animal Control, Humane Society, Animal Center, veterinarian, or ANYTHING like these. I did EVERYTHING, but they still won't do it. ABSOLUTELY NO one wants to adopt it.
I can NOT post pictures of the kitten in public places and write in it "Adopt this kitten/cat". I'm not from America. The people here in OUR country will just ignore or make fun of the "advertisements".
If I let the kitten go, it will keep on coming back. I am allergic to cats so there must be NO cats in our house.
